Vilkas is supposed to talk to you and join you in the start of "Purity of Revenge" quest which is directly after you arrive to find that Kodlak is dead.

The reason is you probably cleared Driftshade Refuge. It's a game breaking glitch where if you kill the boss in that particular dungeon, you'll never get Vilkas to go through the necessary dialog to advance the questline.

There is a fix for it, but it dependent that you do it before you kill the glenmoril witches. Iceaxe posted OK, I did the Purity of Revenge quest a while back. Apparently, the next mission is called Glory of the Dead which is initiated by Vilkas but he is nowhere to be found.
